[Spread-users] what's the function of Net_scast

Net_scast and _ucast are defined in network.c They are internal 
functions so there is no public documentation for them.

Essentially the first sends a packet to daemons in a particular segment 
as one multicast; the second sends a unicast packet to another daemon.
