[Spread-users] client queue control

Spread currently drops connection when the queue reaches maximum
size (which is big enough). It would be great if spread could
advertise the condition of the client queue by passing a warning
message to the client when the queue size reaches some level (e.g.
%30 of maximum) and falls below this level. This will be pretty
useful to make a application level flow control and detection of
queue overflow conditions.
