[Spread-users] where can I find the "s" and "r" programs?

When googling to resolve the high retrans rate (~50%) of one of my
spread daemons, I found this in an old post in this mailing list
(http://lists.spread.org/pipermail/spread-users/2001-August/000263.html):

I checked the source and binary distribution of spread-4.0.0, but
found nothing named as "s" or "r". Where can I find them? Or are
there better utils to use to analyze network these days?
