[Spread-users] Spread 4 status update

Hi Bill,

RC2 was released a while ago and has the dynamic reconfiguration included. 
The current plan is that Spread 4.0.0 and Spread 3.17.4 will go out 
sometime in October.  Sorry for the delay!
