Yes. spmonitor does not work right on Windows. That is why we don't 
provide a VC++ project file :-(

It needs some of the same changes we made to spuser to make it work on
windows. It has to do with the way windows doesn't allow you to select for
stdio --console in-- using 'select()', so multiple threads need to be 
used.

It isn't a lot of work, it's just all of the main developers, even if they 
use Windows machines, also have linux machines so we just ran it from 
them...
