It does not seem to be a mod_log_spread problem.

In the past you sent monitor reports of only one machine.
The machine just before it in the configuration file missed many messages.

I would run the s and r again and have an r running on each of your machines
and see if I get the same "no problem" behavior on each of them.

Are all of your machines having high retrans or only one? You can see this
by checking them one by one in the monitor.
