As an addendum, these timeouts are defined near the top of membership.c.  You can safely lower these timeouts significantly.  It will just cause more probing traffic on your network.  If you set the timeout to be something like 10 seconds, you still probably will not notice the overhead, but daemons will find each other significantly faster even if your clients aren't sending traffic.
