[Spread-users] What triggers "Membership id is ( ... )" log messages?

Looking through the spread logs, I have lots of messages that look like
this:

Membership id is ( -1062683843, 1190126481)

What causes these messages to be generated?

For example, yesterday, about 40 of these messages got logged in a 20
minute period.  Each message was exactly the same, except that the
second number in the "Membership id is..." line changed.

Note that the DebugFlags we have configured are PRINT and EXIT.
