[Spread-users] sptmonitor Win32 bug, WSAStartup must occur before Conf_init

Hey folks,

I could only get monitor to work on Windows after moving the
WSAStartup code block (5 lines) before the Conf_init call (previously
found on line 201 of monitor.c), as the first socket call was failing
with error WSANOTINITIALISED.

I'm no socket programmer, so if I'm missing something I won't be
surprised. ;-)
