I wasn't so clear with my first question, so have a comment on that
last point about mkaing the list "fully moderated."  By moderation, I
meant moderation of messages addressed to the list from
non-subscribers.  For instance, I might occasionally post to the list
from a non-subscribed address, and would hope that the message would
get through.  Some mailing list managers (EZMLM for one) can have many
people moderating the non-subscribed posts, distributing the small
amount of moderation necessary over a group of people (lightening an
already fairly light load).
