Move 3.17.3 changes from Readme.txt to Changelog.
Add first new Changelog entry for assert() fix.
Switched to entering changes in Changelog first, and
creating list of new features/bugs in Readme.txt at time of release.

+ older Alarm() interface were not printed.

+4) Modify monitor so it will run correctly on Windows. This was done
+ by modifying monitor.c so it can also build as a threaded program
